THE POSITION:

This is a full-time (40 Hours per week). Selected candidates must be able to work a flexible schedule which may include weekends and some evenings.

QUALIFICATIONS:

Master’s Degree in Library Science from a college or university accredited by the American Library Association required; ten (10) years of professional library experience required, including demonstrated ability of progressive management experience in library administration and significant experience with multi-branch library systems; or an equivalent combination of training, education and experience that provides the necessary knowledge, skills and abilities.

RESPONSIBILITIES:

Ensures the effectiveness and efficient operation of Public Services, Collection and Bibliographic Services operations, and literacy programs. Exercises decision making skills in developing support services operations, collection development, literacy programs, and public services policies and procedures, subordinate staff development, project coordination, and budget administration and evaluation. Plans, develops, and implements goals and objectives for support service operations, collection development, literacy programs, and public services. Directs and supervises subordinate staff to include training, working with staff to correct deficiencies, and completing performance evaluations. Resolves a wide range of routine and non-routine issues and difficult situations. Monitors the materials acquisition process including collection development, placement of orders, vendor practices and discounts and contract services functions. Determines areas in need of modification and improvement for technical service operations and public services. Assumes leadership and control of the Library District in the Executive Director’s absence. Maintains professional relationships with the Library District Board of Trustees, Library District staff and management, Library District Foundation, professional and institutional organizations, the community at large, and various outside agencies. Stays abreast of new trends and innovations in the fields of management and public library administration especially those pertaining to technical support operations and public services. Works with the Development Director and other District staff to prepare, review, defend, and implement Library District grants. Ensures compliance with all pertinent Federal, State, and Local laws, regulations, and ordinances as well as all Library District policies and procedures. Attends meetings, conferences, and hearings for the purpose of representing the Library District, presenting recommendations, acquiring information, or implementing Library District policy. Serves on the Library District’s Executive Council. Meets regularly with subordinate staff and other Library District staff. Conducts research, procedural, and administrative studies. Utilizes personal computers, library system computers, the Internet, and e-mail. Presents Executive Director’s reports and other information, in Executive Director’s absence, at various Library District Board of Trustees meetings. Participates in committee work and chairs committees when needed. Attends and participates in professional association meetings and seminars. Participates on interview panels. Performs related duties and responsibilities as required.


PHYSICAL REQUIREMENTS:

Essential and marginal functions may require maintaining a physical condition necessary for standing and walking, frequent light lifting (5 - 10 pounds); occasional moderate lifting (11 - 20 pounds); occasional bending, stooping, reaching, and pushing; minimal dexterity in the use of fingers, limbs, or body in the operation of office equipment; utilizing a keyboard and sitting, or standing for extended periods of time. Tasks require sound perception, color perception, visual perception, and oral communications ability.
